The FAA has officially launched Mobile Clearance. It’s a digital system that lets general and business aviation pilots request IFR departure clearances straight through their flight planning apps—no more traditional radio or phone calls to air traffic control for routine clearances.
The announcement happened on July 23, 2026, at EAA AirVenture Oshkosh. FAA Deputy Administrator Chris Rocheleau unveiled the capability with support from Garmin and ForeFlight, the two dominant electronic flight bag providers in the GA market. Both companies moved fast: Garmin released Mobile Clearance Delivery for Garmin Pilot Premium subscribers on iOS that same day, and ForeFlight rolled it out to its users simultaneously. The system builds on a decade-long collaboration between the FAA and MITRE, which began development and validation work on Mobile Clearance in 2016.
How It Works — And Why It Matters
Mobile Clearance works like the Pre-Departure Clearance (PDC) system commercial airlines have used since 1990. A pilot files an IFR flight plan through ForeFlight or Garmin Pilot, then submits a clearance request 30 minutes before departure. The clearance shows up as text on the pilot’s device instead of being read aloud over a crowded frequency. Amended or revised clearances arrive the same way, cutting radio congestion and the risk of readback error—a long-standing operational hazard in the National Airspace System.
“When we think about the ability to take roughly 22,000 IFR clearances a day and change that into a text, it really lowers the readback errors and other problems we’re having,” Rocheleau said at Oshkosh. “You just send out that visual clearance, accept, and go.”
The system runs on the cloud and needs no proprietary infrastructure, so the FAA can roll it out quickly across the country. ForeFlight Head of Flight Deck Travis Root stressed that they kept the pilot experience deliberately straightforward. “It’s designed to be very intuitive. You need a minimum of instruction,” Root told aviation media.
Operational Evaluation — And What’s Next
Mobile Clearance went through simulation testing at the FAA’s William J. Hughes Technical Center in 2024. Operational evaluation came next. Testing started in May 2026 at Houston-area airports. By summer 2026, the program had expanded to Appleton International Airport (ATW) in Wisconsin and New Century AirCenter in Kansas—letting real pilots and controllers test the workflow during actual operations.
August 2026 brought an additional feature: pilots can now cancel IFR clearances through their apps in Houston-area airspace. They can transition to VFR and free up controllers to focus on aircraft separation. This solves a persistent problem at non-towered fields, where pilots have historically cancelled IFR in the air because they knew reaching ATC after landing would be difficult—losing protection before the flight is safely down.
Operational evaluation will expand to Kansas City and Austin area airports in fall 2026. Nationwide deployment is scheduled to begin in 2027. The FAA also plans to make IFR flight plan closure available through the apps at uncontrolled airports, completing the digital workflow from request through landing.
Important Limitations
Mobile Clearance is an additional clearance delivery method, not a replacement for direct pilot-controller communication. Pilots must carefully verify assigned routes, altitudes, departure instructions, frequencies, and transponder codes. Any discrepancy from the filed flight plan requires immediate voice clarification with ATC. Pilots must continue monitoring the appropriate frequency and remain prepared for voice communication throughout flight. Clearances are available 30 minutes prior to departure and up to 1 hour 45 minutes after scheduled departure time.
This initiative closes a gap that’s existed for decades. Commercial operators have enjoyed digital clearance delivery since the 1990s, but GA pilots have remained tied to phone lines and radio frequencies. Mobile Clearance integrates into apps already used by millions of pilots every year—so it stands to dramatically simplify one of general aviation’s most routine, and most radio-frequency-congesting, procedures.
