Electra announced an $850 million investment to build the first production facility for its EL9 nine-seat hybrid-electric aircraft in Springfield, Ohio. The company made the announcement this morning at the Farnborough International Airshow, with Ohio Governor Mike DeWine and Electra CEO Marc Allen on hand. It’s the most significant manufacturing commitment yet for the advanced air mobility sector.
The facility sits at AirPark Ohio, right next to Springfield-Beckley Municipal Airport. It will house both Electra’s corporate headquarters and its manufacturing plant. Design work starts immediately, construction kicks off next year, and the company expects to be up and running within two to four years. In its first phase, the facility will produce up to 400 aircraft annually. A second phase will push that to 800 per year.
“Electra is opening a new era of aviation, one where flight is direct, accessible, and closer to the communities it serves,” CEO Marc Allen said. “In Springfield and Clark County, we found the rare combination this next era requires: a ready site, a skilled workforce, a deep aerospace and defense ecosystem, and state and local leaders with the commitment and vision to build it with us.”
A Bold Industrial Bet on Unproven Technology
Here’s the gamble: Electra is committing to large-scale manufacturing before the EL9 has even flown. The company projects first flight in late 2027 or early 2028, with FAA certification flight tests planned for 2028 and entry into service targeted for late 2029 or early 2030. It’s an aggressive timeline—and an extraordinary industrial wager.
The EL9 Ultra Short is a nine-passenger, hybrid-electric fixed-wing aircraft built for ultra-short takeoff and landing operations. It can operate from surfaces as compact as 150 feet. The aircraft uses distributed hybrid-electric propulsion combined with Electra’s proprietary blown-lift wing technology. It will cruise at 230 mph with a maximum ferry range of 1,265 miles and a payload capacity of 3,000 pounds.
Electra sees the market as “Direct Aviation”—point-to-point routes of 50 to 250 miles currently served by car or helicopter. The company’s market study estimates demand for 12,000 to 16,000 such aircraft between 2030 and 2040.
Strategic Partners and Regulatory Momentum
The announcement follows two critical milestones. On July 11, the FAA closed its G-1 Issue Paper for the EL9—a major step confirming the aircraft’s certification basis under FAA Part 23, the relatively streamlined airworthiness standard for aircraft with 19 passengers or fewer. Six days later, on July 15, Electra signed a production agreement with Safran Helicopter Engines for 250 TG600 turbogenerators, locking in the power source for development and certification.
That Part 23 pathway gives Electra a competitive edge. Other advanced air mobility entrants faced more stringent certification frameworks. Electra’s ability to pursue Part 23 certification reflects years of technical discussions with FAA regulators and John Langford’s track record—he founded Aurora Flight Sciences in 1989, which Boeing acquired in 2017.
Ohio has been building an advanced air mobility ecosystem. Joby’s air taxi manufacturing plant operates in Dayton. Wright-Patterson Air Force Base is growing its research capacity nearby. The National Advanced Air Mobility Center of Excellence is in the region. CNBC named Ohio its Top State for Business in 2026.
Governor DeWine underscored what this means for the state: “Ohio is where flight began, and the Dayton-Springfield area has become the national epicenter for advanced air mobility. Electra’s decision to bring nearly 2,000 new jobs to Springfield will be transformative for Clark County.”
What’s Next
Electra now reports over 2,200 letters of intent from 60-plus commercial customers. The U.S. Air Force, Army, Navy, and NASA have expressed interest. That represents a $13 billion backlog. Watch for the EL9’s first flight announcement—currently targeted for late 2027—and the company’s progress through the G-2 certification phase, where Electra and the FAA will establish detailed means of compliance through engineering analysis, ground and flight testing, and conformity inspections.
